Attainments
An Attainment is the durable record that a person holds a unit of competency — with its status and expiry.
Attainments are set by an explicit action ("mark competent"), not gated on a document, though evidence can be attached as proof. They are created as people complete units — self-service, at a training event, or here — and they feed qualification progress, compliance evaluation, and Statement of Attainment generation.
